I’ve heard
from many of you over the course of
the last few weeks and I truly appreciate
your notes of congratulation and support
for my appointment by Senate President
Steve Morris to the Kansas Bioscience
Authority (KBA) Board of Directors.
It is a privilege and an honor to
be appointed for this important job
and we’ve already started to
work toward tremendous progress. You

Kansas Bioscience Stakeholder's Meeting & Luncheon
Please
join the Kansas Bioscience Authority for
an informative gathering to meet and visit
with KBA leadership, understand available
programs to you and learn about the
KBA's recent accomplishments and vision

NBAF
in Kansas Update
KansasBio anticipates hearing, as quickly
as next week, if Kansas made the short list
for the National Bio and Agro-Defense
Facility (NBAF). The NBAF in Kansas
task force continues to work with consultants
and staff in Washington D.C. to monitor
activity and progress.

| Kansas
Angel Tax Credits
The
Kansas Technology Enterprise Corporation
(KTEC) has announced changes in the Kansas
Angel tax credit program that will benefit
bioscience companies in Kansas.
House Bill 2004 has made
the following changes to the Angel Tax Credit,
which became effective July 1, 2007.
Summary of Changes:
• |
Eligible bioscience
companies can now receive tax credits
for the first 10 years of business,
while IT companies will remain at five
years. |
• |
Total
tax credits have doubled from $2 million
in 2006 to $4 million in calendar
year 2007. |
• |
Permitted
Investment entities allow tax credits
to flow thru to individuals. |
• |
Any
investor who has not owed any Kansas
state income tax for the immediate
last three years nor owed Kansas state
income tax the current tax year can
sell or transfer credits. The transferee
must be registered on the Kansas
Angels web site as an accredited
investor. |
• |
An
investor is allowed $50,000 in tax
credits per investment in a qualified
business per year, and a maximum of
$250,000 in tax credits per year. |

Kansas Bioscience and Technology Caucus Formed
A new Kansas Bioscience and Technology Caucus has been formed with a bi-partisan, bi-counsel gathering of Kansas Legislators. The Caucus will host regular meetings in concurrence with the 2008 legislative session.
The caucus
will officially kick-off January
2008, so look for more information

Kansas
Bioscience Authority Programs
The
Kansas Bioscience Authority is looking
to selectively invest in existing
Kansas bioscience companies, progressive
out-of-state bioscience companies
seeking to relocate, commercialization-promising
university-related bioscience projects,
and entrepreneurial start-up companies
in the bioscience field.
The
Bioscience Authority is initiating
programs that can be used to recruit
world-class scholars, fund equipment
and lab space for research, and facilitate
the commercialization of bioscience
discoveries.

Patent Reform Bill (S.1445)
The
Patent Reform Bill (S. 1445)
is currently being debated in Congress,
which is critically important to the biosciences.
We are monitoring this legislation and are pleased that Senator Brownback has called for additional dialogue on the bill that will help insure that the needs of the bioscience community is being considered.

President Steve Morris Names Angela Kreps
to Kansas Bioscience Authority
Senate
President Steve Morris (R-Hugoton)
announced the appointment of Angela
Kreps, President of KansasBio, to the Kansas
Bioscience Authority.The Kansas
Bioscience Authority was established in
2004 under the Kansas Economic Growth Act
to stimulate growth in the state’s
bioscience industry.
Senate President Morris
said, “Angela Kreps represents the
very industry we are trying to grow. With
her participation, a critical component
is added to this important board –
insight from the bioscience companies that
are fueling growth and creating the quality
jobs and economic prosperity we hoped would
result from this legislation.” More...
